Noble Ellington, III

Noble Ellington, III (CEO and Director) is the chief Executive Officer of Allegiance Health Network, a Clinically Integrated network.  Noble has over 40 years of clinical, business and administrative experience in health care.  Noble began his career in health care in 1986 as a Registered Nurse and spent 25 years of his career in the clinical and administrative side of post-acute care.  Noble moved to the health insurance industry in 2014 and spent 8 years at Vantage Health Plan.  During his tenure at Vantage, he was instrumental in building a successful value-based and quality incentive program.  He served as Director of Provider Relations and was responsible for the oversight of provider credentialing, provider networking and contracting, the provider call center, as well as provider data management.  Noble was recruited by Allegiance Health Management in November of 2022, to build a Corporate Managed Care and Value Based Operations division, focusing on quality initiatives and positive outcomes for the patients, providers and hospitals of Allegiance Health Management.  This new division has since grown into a high functioning Clinically Integrated Network incorporating multiple hospitals and independent providers. 

Sarah Jarrett

Sarah Jarrett (COO, Legal Counsel, and Director) served as a Judge Advocate in the Army before joining Vantage Health Plan as in-house counsel. After several years as in-house counsel for the health plan, Sarah transitioned to the provider side, serving as in-house counsel for a multi-specialty provider group, an outpatient surgery center, and an ACO. Sarah’s experience working with executives during a high-value merger led her to enroll in business school. After completing her MBA, Sarah moved into a joint operational and legal role and serves as the COO and legal counsel for Providers Health Plan. Sarah has a wide range of experience, including working closely with regulators, drafting and negotiating contracts, and developing and implementing strategic initiatives.  

Savannah Ray, MSN, FNP-C

Savannah Ray is a dedicated healthcare executive and board-certified Family Nurse Practitioner with over 15 years of experience advancing population health, clinical quality, and operational excellence across Louisiana and beyond. She currently serves as Chief Operating Officer of Allegiance Health Network (AHN),  where she oversees operations for the Clinically Integrated Network including 11 rural health hospitals, leading value-based care initiatives that enhance quality outcomes for over 100,000 patients.

 

Prior to her current role, Savannah spent more than a decade with Affinity Health Group, where she developed and directed multi-state population health programs in partnership with Vantage Health Plan and Blue Cross Blue Shield. Her leadership in care coordination, transitional care, and population health clinics directly impacted thousands of patients annually and earned 5-star ratings in multiple quality measures. She successfully managed teams of more than 70 clinical staff while spearheading wellness initiatives, quality improvement strategies, and cost-reduction programs.

 

Savannah’s clinical foundation includes extensive work in hospice and palliative care, emergency medicine, and student health. She has served as both a Registered Nurse and Nurse Practitioner, bringing compassionate, patient-centered care to diverse populations in critical and community-based settings.

 

A proud graduate of Grambling State University, Savannah earned her Master of Science in Nursing (MSN) in 2012 with a 4.0 GPA after completing her Bachelor of Science in Nursing (BSN) in 2008. She is an active member of the American Association of Nurse Practitioners (AANP) and the Louisiana Association of Nurse Practitioners (LANP), and holds certifications in BCLS, HCC, HEDIS, and NCQA quality measures.

 

Passionate about improving healthcare access and outcomes, Savannah combines her clinical expertise and operational leadership to drive meaningful change in rural and underserved communities.

 

John Kahl

John Kahl is a seasoned healthcare executive with over 18 years of progressive leadership experience in finance, operations, and strategy across multiple healthcare settings, including acute care hospitals, long-term acute care hospitals, multi-specialty medical groups, and skilled nursing facilities. He currently serves as the Vice President of Finance for the Allegiance Health Network (AHN), Providers Health Plan (PHP), and Providers Health Network (PHN) where he plays both a strategic and operational role in ensuring the organization’s financial health and supporting overall business growth.

Prior to his current role, John held multiple leadership positions within St. Francis Medical Center and Medical Group, culminating in the role of Vice President leading a multi-specialty provider group and senior leadership administrative duties within the hospital. John also served as the Chief Operating Officer of Affinity Health Group in Monroe, LA, where he managed operations for a complex, multi-site organization with over 400 employees and a broad range of clinical and administrative services as well as serving as the chairman of the Monroe Surgical Hospital Board of Directors.

With a background that also includes CEO/CFO roles in LTAC facilities and management of skilled nursing operations, John combines financial acumen with clinical alignment to drive value-based, patient-centered care. John holds an MBA from the University of Louisiana at Monroe and a Bachelor of Science from Louisiana Tech University.

Jeff Lodgen

Jeff Lodgen is a seasoned technology executive with more than 22 years of experience driving IT strategy, governance, and innovation in complex, highly regulated healthcare environments. As Chief Information Officer for Allegiance Health Network, Providers Health Plan, and Providers Health Management, Jeff has led the creation of secure, scalable technology ecosystems from the ground up. He has successfully designed and implemented highly-redundant infrastructures, advanced security frameworks, and comprehensive governance programs that align with HIPAA and NIST standards, ensuring operational resilience and regulatory compliance.

Jeff’s influence reaches beyond technical execution, shaping strategy and organizational culture. He has built and mentored high-performing teams across core IT functions, fostering a culture of accountability and innovation. His ability to integrate governance, risk management, and compliance into every layer of IT operations has enabled organizations to pass rigorous regulatory audits. He has also played a pivotal role in strategic initiatives such as acquisition integration, ensuring seamless alignment of systems, data governance, and security across multiple entities. In addition, Jeff has negotiated high-value vendor contracts, optimized technology investments, and introduced advanced analytics capabilities to transform organizational decision-making. His expertise spans IT strategy and governance, cybersecurity, risk management, enterprise infrastructure and cloud services, enterprise analytics, and EMR systems and integration, consistently aligning technology with business objectives to deliver cost-effective solutions that enhance performance, strengthen compliance, and support organizational growth.
